Signing of the Memorandum of Cooperation between the "Energy Efficient Pilot Project" (implemented by GIZ) and its recipient – Cooperative "Helios-16
On 24 April, the Memorandum of Cooperation was signed between the Energy Efficient Pilot Project and its recipient, Cooperative "Helios-16, within the framework of the Project implementation.
The signing of the document guarantees the supervision and use of the alternative systems of autonomous power and heating supply at the 16th floor, as well as the roof or basement of the pilot building. The Cooperative will be responsible for resolving administrative and technical issues for the owners of premises at the 15th and 16th floors of the building.
It should be noted that the signing of the Memorandum guarantees stable functioning of the installed systems and continued energy monitoring after the project’s completion.
The smart cooperative
In late March the cooperative "Helios-16" was created on Shcherbakivskogo St. in order to fulfil operator tasks. Within that it is the main purpose of the cooperative to unite the flat owners on the 16th floor so as to properly manage their energy supply and consumption. Besides the technical component of securing an efficient technical system, this also implies the legal component of securing a practical operating system - as it is needed, for example, for consumption-based billing. The inhabitants of the flats of 16th floor will be independently provided with alternative energy through solar panels and heat pumps, which are situated on the roof of the building. The standard connection to the central-heating system will only serve as a backup. The idea of creating such a cooperative is based on a discussion process among the flat owners and legal experts of the project and advised by those.
Moreover, during the last months technical experts commissioned by the project have worked on quality assurance, as well as on the maintenance and revision of all installed technical equipment for an imminent proper operation. Furthermore, GIZ have provided first technical advice for the successful operation and functioning of energy efficient technologies for a smoothly running system.
At the same time, further construction works are being conducted by the building company.
Ukrainian Energy Efficiency Forum’16 outlined the ways to investments in energy-saving projects
Ukrainian Energy Efficiency Forum’16 entitled “Energy Efficiency Fund – Ukraine’s Major START-UP” was held on June 23, 2016 at NSC Olimpiyskyi in Kyiv. The event was attended by Mr. Volodymyr Groysman, Prime Minister of Ukraine, Mr. Hennadiy Zubko, Vice Prime Minister of Ukraine – Minister of Regional Development, Construction, Housing and Municipal Economy of Ukraine, and Mr. Peter Wagner, Head of the Support Group for Ukraine, European Commission.
The Forum was organised as a platform for communication and dialogue between the Government, businesses circles and representatives of HOAs. The event provided a clear picture of its goals and objectives, funding instruments and implementation capacity, essential regulatory framework, implementation potential, anticipated political, social and economic impact. The Forum participants also learned about specific technical solutions for implementing energy efficiency measures in residential sector.
At the official inauguration of the Forum, Mr. Volodymyr Groysman, Prime Minister of Ukraine, underlined: “The Energy Efficiency Fund will start operation from 2017. It will accumulate UAH 20 billion, received from international donors, state budget and private investors. Therefore, the relevant regulatory framework should be adopted by the end of the current year. I strongly hope that we will adopt the resolution on the establishment of the Energy Efficiency Fund by the end of 2016, so that it starts operation in 2017. This will allow investing more resources, increasing efficiency and improving competitiveness. Subsidies should be ultimately transformed into investments in the energy sector. I really want us to become a country with a strong national economy.”
Mr. Hennadiy Zubko, Vice Prime Minister of Ukraine, Minister of Regional Development, Construction, Housing and Municipal Economy of Ukraine, highlighted: “The Fund will make it maximally easy for every “client” to become energy efficient. Using the on-line platform, clients will be able to select project types, energy auditors, offers of construction companies and banks, if loans are necessary. Even today there are three Ukrainian banks to choose from. We need a large number of energy auditors and energy service companies that will be responsible for renovating and modernizing buildings and energy networks. Thus, energy efficiency measures supported by the Fund will be financially attractive for average households, which will receive substantial benefits from the projects implementation, such as additional capitalization of the building and its increased market value, savings due to “warm” loan servicing, improved apartment comfort, heating expenses reduced by 50%. At the same time, this will require the Ukrainian people to consolidate their efforts to implement a key energy efficiency reform.”
Ms. Christiana Hageneder, Director of the project “Energy Efficiency in Municipalities” implemented on behalf of the German Government by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, also took part in the Forum and delivered address under the panel discussion “Who and how shall insulate your house? Are Ukrainian manufacturers ready to meet the upcoming investments to energy efficiency market?” The panel was also featured by the Vice Prime Minister of Ukraine Mr. Hennadiy Zubko and the Deputy Minister of Finance Mr. Serhiy Marchenko who stressed the fact that investments in energy efficiency will be a boost for companies working in the construction and engineering sector.
Ms. Hageneder underlined that more energy saving know-how should be included in higher and technical education of Ukrainian engineers and architects, taking into account the best European education practices in the field of energy efficiency:
“Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Ukraine for seven years already. We have considerable experience of cooperation with Ukrainian industry. Also the construction sector needs extensive training on EE construction and on how to correctly install building elements and EE technology in order to be able to save energy. It does not make sense to spend money e.g. on expensive energy saving windows but to install them incorrectly. This will lead to structural damages, problems with indoor air quality and will not bring enough energy savings. A top quality building is not an addition of quality elements but it is an element on its own and only will have good quality when the building process is done with the right know-how. It is therefore necessary to introduce a system of energy passports and energy efficiency standards. Hence, in 5 years you will see that the whole Ukrainian construction market will het reoriented in high quality energy efficient building”.

Spring awakening in Kyiv - also at the Pilot Project
After a winter break the works at the Pilot Project on the roof and the 16th floor at 52 Scherbakova st. are resumed with a spring cleaning. Technical experts conduct a proof of quality, maintenance and revision of all technical devices for a proper operation. For the moment, the commissioning of the installed solar system and heat pumps is ongoing, so that they will efficiently produce energy for the flats on the 16th floor, as it is planned. Besides, the facade of the building has been already insulated according to European standards. These measures will support the residents in the multi-storey buildings to use energy efficient and to save money.
In the middle of May, the German technical experts of EGS-plan International GmbH, who elaborated the energy efficient concept, will inspect the object. Their main tasks will be also a quality proof of completed and ongoing works and give technical advice for the further successful operation of the energy efficient technologies.
Meanwhile, the other construction works in the building are also in process and it is planned, that the first owners can start to renovate their new homes in summer.
Energy Efficiency as Important pillar of the energy transition

The construction of the energy efficient building goes to the final phase
The facade of the house is almost finished. The whole building will be connected to the district heating network in 2016.
The 16th floor of the building, which is in the focus of our project, will be connected to the solar system on the roof and equipped with heat meters in each apartment soon.
Likewise there are intensive works on the parking garage in the backyard.
Ukrainians learn about Energy efficient building from German experts
Energy efficient building of houses is expensive. But at the end there is a lot of benefits, because tariffs for gas and electricity are increasing today. Ukrainians learn from the German experience.
The refurbishing with energy efficient know-how of the 16th floor of the building №52 at Shcherbakova Street is a part of a pilot project "Energy Efficient Construction" funded by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and implemented in Ukraine by German Society for International Cooperation (GIZ) GmbH.
The Project Director and an expert in energy efficiency, Mrs Christiana Hageneder said: “In close cooperation with the investor LLC "Energy" this building was equipped as an energy efficient house, ensuring the creation the most comfortable microclimate in apartments and reducing energy consumption and, consequently, less payments for heating and hot water. There must also be achieved significantly better thermal comfort, which means provision of high quality air without drafts and pleasant room temperature. In order to achieve these parameters the whole building received an additional - compared to Ukrainian standards - walling insulation, and on the 16th floor by installation of energy-efficient windows with double-glass filled with argon and 6 camera frames with high insulation. The windows are equipped with automatic external shading that in the summer protects the room from overheating and ensures a comfortable temperature.”
The building at 52, Shcherbakova Street is a good example for Ukrainian authorities on how to save money of the people, who will live in multi-storey buildings which are constructed with using the energy efficient technologies.

From the 11th till the 14th of November energy week under the motto “Save energy – take care of the environment” supported by the Energy Efficient Pilot Project was held in the Kyiv library of Podil district named after O.Kopylenko. Primary school pupils of the lyceum "Vsesvit" as well as secondary school pupils visited the library. Younger children made an imaginary environmental journey "Healthy Planet - Healthy You", during which kids’ attention was focused on the problems of rational energy use, environment and energy resources protection. And the secondary school pupils listened to a presentation "Energy efficiency as employment opportunities”, which was made by the teachers of Kyiv College of Building, Architecture and Design, who told about alternative energy sources and experience of their use in Ukraine and abroad.
On the 17th of October at the premises of the Kyiv College of Building, Architecture and Design a verification workshop «Integration of energy efficiency issues into the college curriculum» was held. During the workshop the teachers and professors represented results of cooperation between the College and the Energy Efficient Pilot Project during previous 2 years. The speakers told about gained knowledge during a study tour to Germany, common workshops and how derived experience was integrated into the college curriculum.
On the 27th of September a conference on the subject "Energy Efficiency in Ukraine – Experience and Next Steps" will be held in President Hotel in Kyiv. The conference will highlight the importance of energy saving in Ukraine and will focus in two separate sessions on renovation of the existing building stock and on new building concepts. Furthermore we are happy to announce the beginning of a new Energy Efficiency project that will focus on the cooperation with Ukrainian Municipalities. On the 21st of May a Member of the Board of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH Dr. Beier and Director of the Mediterranean, Europe, and Central Asia Department Mrs. Schaefer visited the pilot building of the EEPP at the Shcherbakova St., 52. In the “Solar Garden”, which was organized on the roof of the building, topics about opportunities and challenges of energy efficient building in Ukraine were discussed while eggs and sausages were fried in the sun rays with the help of solar concentrator.
On the 21st of March a seminar on the subject "Monitoring" was held for future residents of the 16th floor of the building 52 at Scherbakova St., which is a pilot object of our project. Participants of the workshop got acquainted with the heat consumption monitoring system, which will be realized in their and 15th floor apartments during one year and is intended to show the real figures of energy savings through the implemented energy efficient technologies and compare these figures with the calculated ones.

On the 7th of February (Thursday) at 17:00 we would like to invite Kyiv residents and visitors to attend our laser show that will be projected onto the facade of the building 52 on Shcherbakova St. The main purpose of the show is to draw attention to energy efficiency projects in residential building and to remind that everyone can save energy right now.
In four districts of Kyiv a social action "Energy patrol” has been launched." Citizens of Kyiv can make energy tests of their houses, learn about modern energy saving technologies, see pictures of heat losses of nearby houses. Activists in yellow vests with an inscription "Energy patrol" tell not only how to save the family budget, but also how to take care of the environment.

On the 27.10 there was held the next seminar in the framework of cooperation "KNUCA Green Building" on the subject "Green Building Certification Systems". The target audience was teachers and students of Kyiv National University of Construction and Architecture, as well as representatives of other educational and scientific-research institutions. During the seminar German, Turkish and Ukrainian experts presented an overview of existing certification systems in green building and focused on American, British and German systems.
On the 30.06 and 01.07 was held a 2-day workshop "Green building - building green". The aimed audience was teaching staff and students of Kyiv National University of Construction and Architecture. During the first day German experts made presentations about energy efficient building and the second day was devoted to interactive dialog with the audience in order to define subjects for the workshops in the future.
